Conservation Policy

Kelly joined Defenders in 2025 where she works to protect imperiled species and their habitats on national public lands by advancing policies that strengthen the mission of the National Park System and National Wildlife Refuge System. Her work includes developing conservation strategies, engaging with federal agencies and Congress, building coalitions, and supporting advocacy and litigation to secure lasting protections for wildlife.

Kelly previously served as Director of Everglades Policy at the National Audubon Society, where she oversaw policy, advocacy, and science efforts across the greater Everglades ecosystem and co-chaired the Everglades Coalition.

Kelly earned both a J.D. and M.P.S. in Marine Conservation from the University of Miami and is a member of the Florida Bar. She completed her undergraduate studies at North Carolina State University where she majored in Natural Resources and Political Science.
